Action: Coordinate a system for implementing a moose harvest in 1999

Moose harvest system will consist of permit hunts for resident hunters for bull moose only. With the exception of elders, CAFN hunters are restricted to a bull moose only harvest requiring accurate harvest reporting to a community-based harvest monitor.
