Action: Develop and maintain a ground monitoring system for sheep status

Although many local people, especially outfitters, are in a position to observe and document basic information about sheep numbers and composition, a reliable means of promoting and collecting such information has never been devised. Such a system could enhance existing sheep monitoring methods and could reduce the amount of aircraft disturbance associated with biologists surveying sheep from helicopters.
