Solution: Protect key habitats as special management areas.

Chapter 10 of the Umbrella Final Agreement provides a means of protecting land from specified activities through designation as a Special Management Area. Of itself, such designation does not provide protection but it does indicate the willingness of all parties to seek the kind of protection specified in the Special Management Area schedule. For example, Vuntut National Park and Nisutlin National Wildlife Refuge were created as Special Management Areas.
