Solution 1: Distribute Yukon resident hunting based on safe harvest levels for each moose management unit.

In the past few years, 10-20 permits have been issued for all of Game Management Zone 7 but most of the resident hunting has occurred in a few places near the Haines Road. If the population is going to be managed on a unit basis, the harvest should be related to what each unit can sustain.
