Solution: Limit cow hunting.

Cow moose hunting is important to the CAFN culture and will be recognized as a continuing traditional privilege for elders. As a cultural pursuit, cows are hunted 3 weeks before calving for the incalf. The plan also recognizes that cow hunting comes at a 'price' since fewer animals can be taken wherever cow hunting occurs because removing cows is harder for the moose population to 'sustain'.
