Actions: Design and implement a selective harvest system that fosters reduced cow hunting supported by public education.

The selective harvest system will include: population and related monitoring of moose numbers, cow/calf ratios, wolf numbers, and total harvests (resident, non-resident, CAFN, other First Nations) for each moose management unit. From this information, two types of allowable harvest will be calculated for each unit; a) the number of bulls only, b) the number of cows/bulls in combination. Based on the above, decisions on the allowable harvest will be made for each unit and an agreement will be reached on how many of these will be assigned as resident permit hunts. This program, which acknowledges and includes limited cow hunting but relates this to reduced total harvest must be thoroughly explained to the entire public.
