Actions: Design and implement permit system to provide consideration for local wildlife recovery programs.

There are some precedents for issuing the permits locally on a first come first served basis. Also the issuance could be divided with permits west of Kusawa lake available from Haines Junction and east of the lake from Whitehorse. Permits could be for a shorter period to increase the number of opportunities. Contact should be made with the Mayo District RRC which is considering a similar solution.
