Actions: Begin moose harvest monitoring system for CAFN.

This is an unlikely start-up date unless some interim system is used just for moose. A workshop on June.10, 1997 involving YTG and representatives from TTC, CAFN, FNNND and RRDC concluded that the entire harvest monitoring approach of both the territorial and First Nations governments should be redesigned and set out a 2 year action plan to accomplish this.
