Alsek Moose Management Plan
Action Agenda 1997 - 2000: Harvest

Note: To coincide with the biological year of moose, the action plan and reporting cycle will be from June 1 to May 30 of the following year.

Monitoring

Concern:
Harvest management must not only be accurate but also disperse hunting pressure in the Alsek Area. (elaboration)

Solution:
Use permit system in Yukon to monitor resident harvest. (elaboration)

Actions:
See Distribution/Limit section below

Concern:
Moose harvest by First Nations is not being recorded for the Alsek Area. (elaboration)

Solution 1:
Design and implement a harvest monitoring system for CAFN. (elaboration)

Actions: When: Who:
Design First Nation harvest monitoring system (elaboration) 1997/1998 CAFN
Begin moose harvest monitoring system for CAFN (elaboration) 1998/1999 CAFN
Begin or continue moose harvest monitoring system for CAFN (elaboration) 1999/2000 CAFN

Solution 2:
Use a permit system for other First Nations harvesters. (elaboration)

Actions: When: Who:
Issue permits to other First Nations harvesters for all wildlife species (elaboration) 1997/1998
1998/1999
1999/2000
CAFN

Distribution/Limit

Concern:
Overhunting may be occurring in some parts of the Alsek Area. (elaboration)

Solution 1:
Distribute Yukon resident hunting based on safe harvest levels for each moose management unit. (elaboration)

Actions: When: Who:
Redesign permit system for residents to allow harvest allocation by subzone and implement (elaboration) 1997/1998 YTG
Use new permit system for resident hunting in Alsek Area in coordination with CAFN 1998/1999 CAFN
Keep using new permit system for resident hunting in Alsek Area in coordination with CAFN 1999/2000 YTG

Solution 2:
Manage CAFN harvest according to traditional hunting areas. (elaboration)

Actions: When: Who:
Identify traditional hunting areas to manage CAFN harvest in coordination with moose management units (elaboration) 1997/1998 CAFN
Use traditional hunting areas to manage CAFN harvest in coordination with moose management units 1998/1999 CAFN
Keep using traditional hunting areas to manage CAFN harvest in coordination with moose management units 1999/2000 CAFN

Solution 3:
Implement system to address overharvesting in B.C. if required. (elaboration)

Actions: When: Who:
Determine "safe" harvest levels for B.C. portions of Alsek Area (elaboration) 1997/1998 BCE, BCP, YTG, CAFN
Look into means of limiting harvests in B.C. portions of the Alsek Area if required (elaboration) 1998/1999
1999/2000
BCE, BCP

Concern:
Cow moose hunting is harder on the population than taking bulls only. (elaboration)

Solution:
Limit cow hunting. (elaboration)

Actions: When: Who:
Determine harvestable number of moose by management unit and sex (elaboration) 1997/1998
1998/1999
1999/2000
ARRC, CAFN, YTG, BCE, BCP
Design and implement a selective harvest system that fosters reduced cow hunting supported by public education (elaboration) 1998/1999
1999/2000
YTG, CAFN, ARRC
Maintain selective harvest system that fosters reduced cow hunting supported by public education 1999/2000 YTG, CAFN, ARRC

Concern:
Local residents have little opportunity to hunt moose. (elaboration)

Solution:
Use a permit system that facilitates local harvest opportunities. (elaboration)

Actions: When: Who:
Design and implement permit system to provide consideration for local wildlife recovery programs (elaboration) 1997/1998 YTG, ARRC
Maintain permit system which provides consideration for local wildlife recovery programs 1998/1999
1999/2000
YTG, ARRC
