Solution 1: Design and implement snow monitoring program.

Snow surveys are relatively inexpensive to do but they should be standardized, and done according to a proper protocol. For caribou, measurements are made once a year and each snow plot is done 50 metres off the road with recorded depth, hardness and density. For moose, measurements a couple of times a year are needed. Information from the past is also required for comparison (see Solutions 2/3). Some traditional migration patterns are available from traditional knowledge.
