Solution: Divide the planning area into moose management units

The division of the area into units will be a fairly permanent operation in order to make comparisons over time of population counts, cow/calf ratios, harvest information, wolf status etc. Also, this will enable counts of particular portions to be done rather than trying to cover the entire planning area which would be normally too expensive to accomplish in one year.
