This is a sensitive issue and even the initial public discussion phases should be carefully planned to benefit the process. The ARRC should consult with other ARRCs which have dealt with the wolf issue to find out what methods of public consultation were most effective. Another source is YDRR which has been involved with various wolf programs for decades.
