Solution: Design a rotation of Supercub counts and composition counts

A system of counting moose in the Management Units using an improved supercub method would enable an affordable means of monitoring the population. This should be supported by composition counts as well. It was also noted that all such work should be supported by local observations (see Concern/local input).
