Integrated Wildlife Management Plan: Na'cho N'y'ak Dun Traditional Territory
Action Agenda 1997-2000: Habitat

Inventory

Current Status:

Key Habitat maps are used regularly by NND, YTG and MDRRC to respond to development proposals for NNDTT. Local Knowledge has been used to identify and protect some wildlife habitats in NNDTT but a great deal of this knowledge is not yet available for such purposes. Industrial developments are proceeding in NNDTT and the potentials for further such developments plus other activities like hydro power and wilderness tourism are quite high. Both NND and YTG plus the MDRRC advise on important wildlife habitats when development proposals are being reviewed.

Concern:
Key habitat maps are incomplete and lack sufficient detail.

Solution:
Get more information for key habitat maps.

Actions: When: Who:
Send Recommendation RRC-1 on key habitat maps to YTG 1997/1998 MDRRC
Check progress on Recommendation RRC-1 1998/1999
1999/2000
MDRRC
Send available local habitat information to YDRR Habitat Section 1997/1998 MDRRC
Keep sending local habitat information to YDRR Habitat Section 1998/1999
1999/2000
MDRRC

Concern:
Local knowledge is not organized in a way that could be used to show where important wildlife habitats are in NNDTT.

Solution:
Make habitat information from local knowledge useful for development reviews.

Actions: When: Who:
Make an overall plan for gathering and organizing local knowledge 1998/1999 MDRRC
Begin gathering and organizing local knowledge 1998/1999 MDRRC
Keep gathering and organizing local knowledge 1999/2000 MDRRC

Concern:
There is no way to focus habitat work in NNDTT areas that are of greatest development potential.

Solution:
Identify areas in NNDTT with high potential for development.

Actions: When: Who:
Get information on areas with potential for development 1998/1999 YTG
Produce master plan of potential development areas for NNDTT 1998/1999 MDRRC, YTG
Focus habitat work on areas indicated in development master plan 1999/2000 MDRRC, YTG, NND

Protection

Current Status:

The NND Final Agreement provides for the establishment of 1 Special Management Area. In addition, the community has designated Big Island and Devil's Elbow as moose calving sanctuaries where cow hunting is prohibited on a voluntary basis. Current large scale developments in NNDTT are Keno Hill and Dublin Gulch (New Millennium Mining Company). Other mining interests imply that further developments could occur. There are presently no habitat protection regulations in the Yukon.

Concern:
Few important wildlife habitats have been identified in NNDTT.

Solution:
Find out about wildlife habitats in NNDTT that need protection.

Actions: When: Who:
Organize existing information on wildlife habitats and prioritize for protection 1997/1998 MDRRC, NND
Get more information on wildlife habitats and prioritize for protection 1998/1999

Concern:
Confusion and concerns at community level about what "habitat protection" is.

Solution:
Figure out all the possible ways to protect habitats and tell people about them.

Actions: When: Who:
Send Recommendation RRC-2 on habitat protection to YFWMB 1997/1998 MDRRC
Send Recommendation RRC-3 on habitat protection to YDRR 1997/1998 MDRRC
Check progress on Recommendations RRC-2 and RRC-3 1998/1999

Land Use

Current Status:

Access to regions of NNDTT has been increasing due to the construction of roads associated with mining activities and also due to versatility of "4-wheelers" which are either offloaded from vehicles or flown into remoter regions for hunting. Little in the way of wilderness tourism presently occurs in NNDTT but there is a high potential for future growth of this industry. Mining activities have been increasing in NNDTT with the opening of the New Millennium Mine scheduled for the spring of 1997 and the possibility of United Keno Hill reopening in the near future. Additional mining interests suggest that other developments may also occur in NNDTT within the next few years.

Concern:
Increased off-road access to NNDTT causes more habitat disturbance.

Solution:
Figure out how to manage access and meanwhile use interim protection measures.

Actions: When: Who:
Send Recommendation RRC-4 to YTG & YFWMB on access management 1997/1998 MDRRC
Check progress on Recommendation RRC-4 1998/1999

Concern:
Increased wilderness tourism could affect wildlife habitats.

Solution:
