Re: Evaluation of traplines for purposes of sale

Current Status:

According to the terms of section 16.11.3 of the Umbrella Final Agreement, the allocation of traplines in the Yukon shall be approximately 70% Yukon Indian People and aboriginal beneficiaries of transboundary agreements. Presently, 46% of the traplines totally within the NNDTT boundary are Category 1 and 50% of all traplines in NNDTT are Category 1.

Concern:

In seeking to increase the number of lines held by NND beneficiaries, the NND government has found that the purchase price for a trapline is based on a combined evaluation of both the line and its assets. This may substantially increase the price of the line, making it unsaleable to the First Nation.

RECOMMENDATION to YDRR:

The Council therefore recommends that YDRR reviews the evaluation process for trapline sales and, in consultation with First Nations, RRCs and the YFWMB, revises the policies on trapline evaluation to facilitate the purchase of lines towards achievement of the 70% ownership by First Nations prescribed in the Umbrella Final Agreement.
