Re: Enforcement of trapline regulations

Current Status:

Passage of the Umbrella Final Agreement has provided authority over regulation of trapping to both YTG and First Nations. In addition, the RRC has been given the authority to recommend local by-laws with respect to trapping.

Concern:

Apart from references in the UFA, there is no detailed explanation of how traplines are to be regulated, or what constitutes a by-law. Such information would be valuable to existing and future RRC's as well as encouraging consistency of approach to the by-law process throughout the territory.

RECOMMENDATION to YDRR & YFWMB:

The Council therefore recommends that YTG Department of Renewable Resources consultation with trappers, the RRCs, YFWMB and First Nations prepare a detailed but clearly worded explanation of what constitutes a "local by-law" and how they are to be enforced according to Chapter 16 of the Umbrella Final Agreement.
