Increase North Canol patrols in fall

Most of the hunting related problems on the North Canol Road occur during the fall hunting season. Options for increasing enforcement on the road at that time include:

1. Deputy Conservation Officers - can be hired in the community and do patrols but have no direct enforcement authority
2. Conservation Officer #1 - has limited training and enforcement authority
3. Additional Conservation Officer on seasonal basis - could come from Whitehorse or other Regions
4. Game guardian - good as a presence but no authority
5. First Nations trainee - develop community ride along program as a trainee cannot patrol alone
