Request other First Nations hunters to register with RRDC before hunting in RRDTT

Until land claims are settled in the RRDTT other First Nations may hunt there without restriction. Therefore the RRDC must contact other First Nations with a request for their hunters to register with RRDC and report their harvest. After settlement, RRDC can enact legislation requiring other First Nations to get a permit to hunt in their traditional territory.
