To the Government of Yukon
Re: Addressing Cumulative Impacts of Development in the Development Assessment Process (DAP)

Current Status:

Determining the cumulative effects of development on wildlife and their habitats is a crucial aspect of management and conservation and one of the most difficult to address effectively. Cumulative impacts of development are a component of the present environmental review process under the terms of the Canadian Environmental Assessment Act.

Concern:

The present approach to addressing cumulative impacts of development has not proven effective. A reliable and workable method of addressing such impacts must be provided for all aspects of land use planning including wildlife habitat identification and protection.

RECOMMENDATION to YTG:

Since the Canadian Environmental Assessment Act will ultimately be replaced by the Development Assessment Process according to Chapter 12 of the Umbrella Final Agreement, the RRDC urges that full consideration be given to incorporating a workable system of addressing cumulative impacts of development through DAP.
