Southern Lakes Caribou Recovery Program Southern Lakes Caribou Recovery Program
Progress Report: 1992-1996

The Circle Of Life

Red stands for blood, blood is life.
The blood of the caribou is a part of the circle of life.
If this circle is broken and we let the caribou die,
all that will be left will be the antlers,
the Black antlers of death.
And only the spirit of the caribou
will be left to wander our lands.

The Carcross caribou is in danger of extinction.
We indeed need to be together today
for our children tomorrow.
Let's each do our part to bring back the caribou.

Carcross/Tagish First Nation is pleased with the progress that is being made with the Southern Lakes Caribou Recovery Program. This marks a new beginning in co-management of wildlife through the cooperation of six First Nations, the Council of Yukon First Nations, and the governments of Yukon, British Columbia and Canada. This program was spearheaded by the First Nations and was made possible through government funding and technical support and was implemented by the Council of Yukon First Nations.

The voluntary no-hunting compliance by First Nations is an indication of their total commitment and support. The fact that the program was administered by the Council of Yukon First Nations with First Nations patrol people was essential for its delivery and success. Also the collection and use of local and traditional knowledge was an important part of this community based caribou recovery.

This program presents a successful model of land claims implementation through co-management of a renewable resource.

I want to thank all the First Nations who are affected and who participated. First Nation assistance and dedication made the program a success. Thank you.

Chief Patrick James
